You may not use this vehicle in a mod pack, reupload it, mirror it, etc. Anything identical/similar to this mod will be reported. You may, however, create a texture for this vehicle.
Known bugs: game crashes (only happened to me)
What you need for this mod:
Notepad ++, OpenIV, and a trainer that allows you to type in the vehicle model name.

The addon vehicle is a good start.
However, I couldn't help but come back here and at least help others that will definitely have an issue installing your addon vehicle here. I couldn't help put see how your Read me file is ironic at best. Here is your quote "{{{{PLEASE NOTE THAT IT TAKES A MONUMENTAL AMOUNT OF EFFORT TO SCREW UP THIS INSTALLATION.}}}}

I guess your readme file falls into the "screw up" part and I guess we can laugh at your because your readme is far from accurate.
First the Step 8. 8) Edit the file with Notepad ++ and insert below the last DLC pack "<Item>dlcpack:\policeballer\</Item>" WITHOUT QUOTES.
Not only did you put dlcpack without writing "dlcpacks" but you put "policeballer" when it should be "pcaddy"
Sorry I had to come back here and give you a hard time as your read me was not exactly helpful and you sounded very condescending about laughing about how easy this was to install and that you would laugh at them for screwing it up.
Here is the correct addon for the proper vehicle on the dlc list
