Try lowering the exposure, I can see you're going for a filmic effect (HPD?) but it tends to blow out white levels so everything white becomes blinding if you use it with spherical tonemapping or hdr or something.
Use Open IV 2.7, to create a mods folder just go into your GTA V directory and create a new folder and rename it mods, in Open IV navigate to x64g open it, should have a banner pop up saying copy to mods folder, do that and duplicate x64g and whatever else you want to mod e.g update, common, x64a etc https://www.youtube.com/watch?v=2gzLHzd5eto

I don't seem to have the rain splashes in my game, I can't work out why?

@1998Mode Have you created a mod folder with open iv? I'm not sure I just went back and replaced it again and it worked.
@1998Mode Use the search function in Open IV and replace all of the p_cs_leaf_s.ydr (put in mods though).

This whole time I had leaves appearing on npc heads, I must have not replaced the .ydr lol.
