Since Yankton is based off of South Dakota, you should do some research on older SD plates and just rename to Yankton since it doesn't make sense to have these look like CA plates.

both states have got plates looks like to yankton but I think Yankton plates are based on N dakota plates

And in 1st mission we can read it's North Yankton

I hate to ask you for a favor. I normally just take what I am given and be thankful WHICH I AM. I would like to see if you could create a license plate like this, or any design you choose that says "Silent Hill" or "Sheperd's Glen" on it. I don't know how to do it. Thanks either way!

heloo thanks for the mod i want to ask is there a way to completely remove the plate itself?

Found answer myself the plate is designed as one with the car body itself so to remove it i have to edit every vehicle file itself and delete plate one per file to much work not going to do that thou.
