1. Replace plate textures in mods/x64e.rpf/levels/gta5/vehicles.rpf/vehshare.ytd
2. Replace carcols.ymt in mods/update/update.rpf/x64/data
3. Use leftas' License Plate Changer to change the plate format, see plateformat.txt in zip file
