I know New York yellow cabs don't have billboards that light up (Thanks t0y) but I couldn't edit the emmisive for some reason. If they look like a collapsing sun in your game I would recommend downloading this ( http://www.lcpdfr.com/files/file/12499-custom-visuals/ ) and reading the taxi file in the download.
