Maybe a lot of people own devel sixteen, but the speed is not worth 5000hp. A lot of people manually edit the car multiplier from menyoo or simple trainer. So this is the handling.meta for devel sixteen 5000hp-top speed 553 km/h.
Installation:
1. From Open IV, navigate to mods/update/x64/dlcpacks/develSix/dlc.rpf/data
2. Replace the old handling.meta with my file in rar.
