For mi, work with RAGEPLUGINHOOK (LSPDFR), i put the 2 files on GTA5 folder and follow this step:
Start the game via this launcher, wait 1-2 seconds after the small window appears, then directly start the RPH, so both start directly in sequence. This should do the trick. It starts in window mode but you can change this ingame back to Fullscreen. I recommend loading all plugins on startup.
Internet connection should be on.
