i made these because i wanted ny plates in my game, and also ones that the plate numbers could be easily seen and not obscured.
to install use open iv in edit mode replace ytd in
C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V\mods\x64e.rpf\levels\gta5\vehicles.rpf
