"The LSPD has always failed at arrested street racers so a while ago they bought a bunch of Coquettes and fitted them with police equipment. When the new one came out, a officer my the name of 'Frank' decided to make a division inside the LSPD to specifically annoy street racers and made a custom livery specifically for pursuit"
