Alright I think I got this figured out. The mod does indeed still work as far as I can tell. Now I am new to this whole scene and I have reinstalled GTA 5 a total of 5 times now over the past 12 hours. I have read through all the messages posted here over the past month or so using various things that you all have had said.
That being said, with a clean install, after getting OpenIV installed correctly, added the config file. Crashed on startup (the rockstar screen). Cool.
Next up, I configured the the config file as mentioned above.

<PoolName>CPickup</PoolName>
<PoolSize value="73"/>
</Item>
Booted up the game....crash. Cool.
Scrolling back through the comments I came across one that said, "In OpenIV, delete the Update2 file in your mod folder, and then copy and paste Update2 from the dir to the Mod folder in OpenIV. (Honestly I dont know if this matters or not using OpenIV but, I did it anyways). Booted up. Crashed....but with a new error.....Out of memory. Progress and I know how to fix that again in the comments. Heapfile set to 2000.
Installed the Heapfile thing, set it to 2000, booted up, no crash, got to the main menu. I still have yet to go through and install mods, but I feel that I am in a good place now to start doing so. I dont have a lot so it wont take long. BUUUT, I hope this helps some of those that are having issues.
